Candidate: Phillip M. Anderson, Jr.

Educational Background: In 1982, I earned an honors degree in Civil Engineering from Georgia Tech. I funded my education by working under the Cooperative Education program at Alabama and Georgia Power companies (I joined Georgia Power upon graduation). I attended elementary school in the Philippines, where my parents were missionaries, and high school in Birmingham, Alabama.

Age: I was born August 27, 1959. I am 48.

Current Occupation: I was Chief Operating Officer and Executive Vice President with CNL Retirement Properties. In 1998, CNL recruited me from the Hyatt Corporation to start up the company. Over the next 7 years, we grew the company from scratch to the second largest senior living and medical facilities operation in the nation. In October 2006, we sold the company in a $5.3 billion transaction. Following the sale, I have pursued personal business and service opportunities.

Civic Organizations:
Nationally, I am on the Executive Board of the American Senior Housing Association, and chair of the International Committee of the National Investment Center for senior housing. Locally, I am on the Finance Committee of the First United Methodist Church of Winter Park, and I volunteer for Habitat for Humanity and other missions. I also serve on the board of Westminster Retirement Communities, which include Winter Park and Westminster Towers.

Why are you running for this office, and what qualities and skills do you bring to this position?

My wife Jennifer, our four children and I are proud to call Winter Park home. I am running for City Commission because I believe we all want to protect Winter Park's special quality of life and town character as the City considers redevelopment and the resulting impact on our traffic, roads, schools, safety, sewer systems, water treatment and public utilities. We also want a financially secure community that delivers great services. My background in real estate and finance, as well as my training as a civil engineer, provide me with the skills and understanding of public works that can help Winter Park work even better. As a business leader, I have extensive experience in building consensus around long term plans and then executing the plan.

What are the top 3 priority issues facing your community, and what actions would you take to address them if elected to office?

  1. We need to complete our long-term strategic plan, with an emphasis on the city's finances. This plan will give us the confidence and civic pride to make long term plans based on the knowledge that the city is financially strong and can sustain the water, electric, police, fire and other services we expect. I will bring my planning experience to workshops with the commission and staff to make it happen.

  2. We need a clear and consistent blueprint and guideline for redevelopment in Winter Park. That blueprint should maintain the town's character and manage the traffic and water demands of redevelopment. I will work to finalize the Comprehensive Development Plan and other land use codes.

  3. We need an environment of respect that encourages discussion, focuses on the facts, creates consensus, and communicates decisions and the reasons behind them. I will lead by example.
